Because of the channel hop I was able to find out that when using alcohol inks and your dies you could get ink on them.
Which means it would go to anther piece you are working on.
To avoid that I found the answer on...

The base card is white card stock.
On a strip of white card stock I stamped the verse from MFT Stamps “Greetings & Salutations” using Distress Archival barn door and faded jeans inks.
I did an alcohol background with assorted inks on glossy card stock and applied the iCraft “ Rainbow Arcciris” deco foil.
Then using the hint I placed a piece of text weight paper over the top of the background and cut out the letters using 
MFT Die-namics “Smile”.
After applying it to the strip i taped that piece to a piece of blue card stock and the front of the card.
To look like the sketch I applied rainbow sequins and dotted each with coordinating Stickles.
